The Universal Basic Education (UBE) Programme is a nine (9) year basic educational programme, which was launched and executed by the government and people of the Federal Republic of Nigeria to eradicate illiteracy, ignorance and poverty as well as stimulate and accelerate national development, political consciousness and national integration.

Application Requirements:

  • Possession of B.Sc, HND, NCE, OND in any discipline from a recognized institution
  • West African School Certificate (WASC) or Senior Secondary School Certificate (SSSC) with Credits in not less than three (3) subjects including English and at least passes in two (2) other subjects; or
  • National Examination Council (NECO)/ General Certificate of Education (GCE) Ordinary Level with passes in four (4) subjects obtained at one sitting or five (5) subjects obtained at two sittings including English Language.)
  • National Diploma (ND) obtained from a recognized institution. National Certificate of Education (NCE) from a recognized institution; or
  • General Certificate of Education (Advanced Level) in two (2) subjects obtained at one sitting or three (3) subjects obtained at two sittings.

The UBEC implementation process of the programme has been on since 1999 , but progress was hampered by lack of an enabling law to execute certain aspects of the programme. What a big relief it was when the President signed the UBE Bill into law on 26 th May 2004 following its passage by the National Assembly.

The UBE Act 2004 makes provision for basic education comprising of ECCE, Primary and Junior Secondary Education. The financing of basic education is the responsibility of States and Local Governments

However, the Federal Government has decided to intervene in the provision of basic education with 2% of its Consolidated Revenue Fund.
